CDD Fees in Tampa Bay: What They Are & Cost

If you're shopping newer Tampa Bay communities — especially in Pasco and eastern Hillsborough — you'll run into "CDD fees." They surprise a lot of buyers, so here's the plain-English version. (General information, not tax or legal advice.)
What a CDD actually is
A Community Development District (CDD) is a special taxing district that funds the infrastructure of a new community — roads, utilities, amenities like pools and clubhouses, and landscaping. Instead of the builder pricing all that into the home, it's financed with bonds and repaid by homeowners over time.
What it costs
CDD fees vary widely by community and home, commonly running roughly $1,000 to $3,000+ per year, and sometimes more in amenity-rich, lagoon-style communities. The fee usually appears on your annual property tax bill.
Two parts to know
- The bond (capital) portion pays off the infrastructure debt and typically lasts a set term — often around 20 to 30 years — until the bond is paid.
- The operations/maintenance portion funds ongoing upkeep and generally continues as long as you own.
CDD vs. HOA
They're not the same. A CDD funds and maintains community infrastructure through the tax bill; an HOA enforces rules and manages shared areas through separate dues. Many Tampa Bay communities have both.
How to check before you buy
Ask for the specific CDD amount on any home you're considering, whether the bond can be paid off early, and how many years remain. Factor the fee into your true monthly cost — it's real money on top of the mortgage, taxes, insurance, and HOA.
The bottom line
CDD fees aren't inherently bad — they're how many great Tampa Bay amenities get built. Just budget for them and compare communities with eyes open.
